MOHAP Licence for the Northern Emirates: How the Federal Route Works

The Ministry of Health and Prevention (MOHAP) is the UAE's federal health regulator, and its licence is the one needed to practise in the Northern Emirates: Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Pakistani doctors who train their sights on Dubai or Abu Dhabi sometimes overlook that a large share of UAE posts, particularly in Sharjah and Ajman, require the MOHAP licence instead. This guide describes the federal route as it runs today, without quoting fees or exam figures that change year to year; MOHAP's own portal is the authority for those.

Who needs MOHAP

Doctors working in facilities licensed by MOHAP, which means most private and federal facilities in the five Northern Emirates. Dubai's facilities are licensed by DHA and Abu Dhabi's by DOH; each regulator licenses separately, under the UAE's unified Professional Qualification Requirements (PQR), which align the qualifications and experience needed for each title.

The process

  1. Determine your title under the PQR: general practitioner, specialist or consultant, by specialty. A Pakistani MBBS with house job and PM&DC registration generally maps to general practitioner; a recognised postgraduate qualification with the required experience maps to specialist.
  2. Apply on MOHAP's licensing system with the documents required for the title: degree, registration and good-standing certificates, experience letters, identity documents and any postgraduate qualification.
  3. Primary-source verification through the DataFlow process; as with DHA and DOH, mismatched names or slow-confirming institutions are the usual cause of delay.
  4. Assessment, a computer-based clinical examination arranged through MOHAP's testing partner once eligibility is granted, unless the applicant's qualification is exempt under the PQR.
  5. Licence issuance and activation by a MOHAP-licensed facility as employer and sponsor, together with the UAE's immigration and medical-fitness requirements.

How it compares

  • Scope: MOHAP covers five emirates; DHA and DOH cover one each.
  • Standard: the same PQR tiers apply, so a candidate eligible as a general practitioner for DHA is normally eligible for the same title at MOHAP.
  • Assessment: each regulator runs its own assessment; passing one does not pass the others, although transfer arrangements between the authorities exist and should be checked for your case.
  • Employment: the licence is activated by a facility in the regulator's jurisdiction, which is why most applicants let the job offer decide the regulator.

Preparing for the MOHAP assessment

Broad clinical medicine at the level of the title: medicine, surgery, paediatrics, obstetrics and gynaecology, emergency presentations and the core of the other disciplines. Question practice organised by discipline, with timed sessions, is the method; the blueprint and format come from MOHAP's candidate guidance once eligibility is issued, not from third-party summaries that contradict each other.

What this means for you

If the job is in Sharjah, Ajman or the other Northern Emirates, MOHAP is your regulator. Begin verification early, apply under the correct PQR title, and prepare for a broad clinical MCQ assessment. FAME's MOH question bank covers the clinical content of the general-practitioner and specialist assessments.

Before you apply: a checklist

  • Confirm the facility's regulator. A hospital in Sharjah is MOHAP's; one in Dubai is DHA's; one in Abu Dhabi is DOH's. The job offer settles the question.
  • Match your title to the PQR and gather the qualifications and experience letters it requires.
  • Check document consistency across passport, degree, registration, good-standing and experience letters before uploading.
  • Start DataFlow verification now; it is the longest step and nothing else can proceed until it is complete.
  • Prepare for a broad clinical assessment while the file is processed, and take the blueprint from MOHAP's candidate guidance once eligibility is issued.
